Rent caps and rent regulation
Cities limit rent rises to protect tenants; critics say limits reduce the supply of homes. What a cap is, how it is measured and what the evidence from nearby cities shows.

- 1
What a rent cap does
A rent cap limits how much a landlord may raise rent, usually each year. Modern caps are often tied to inflation, so rents can still rise, just more slowly. Some apply only to existing tenancies and leave new lets uncapped.
- 2
Why measuring rent is hard
Rent figures depend on which homes are counted. An index of all tenancies includes new lets, which tend to rise fastest; a figure for sitting tenants alone usually rises more slowly. Both sides in a rent debate often pick the figure that suits them.
- 3
The supply argument
Opponents argue that caps make renting out homes less attractive, so fewer are built or offered. Supporters reply that supply depends more on interest rates and planning. Cities that have tried caps offer evidence for both readings.

Who decides
In some places, cities can set caps; in others, national tenancy law decides. A city vote may be only the first step if national law has to change.

Common questions
Does a cap stop rents rising?
Not usually. Most modern caps limit the size of rises, often to inflation plus a small margin, so rents still go up.
Why do landlords and tenants quote different numbers?
They measure different things. An index of all tenancies includes new lets, while landlords' figures for sitting tenants exclude them.
What happened in Vessen?
Rises on capped tenancies slowed, new-let rents rose faster and building permits fell. Officials and landlords disagree on why permits fell.
